The state's top consumer watchdog says milk pricing in Albany County is in need of reform and pointed Tuesday to a study by his agency showing that prices - even within the same supermarket chain - fluctuate widely.

Richard Kessel, executive director of the state Consumer Protection Board, said a study of 14 supermarkets in Albany County in the last several days found that milk prices varied by location, by chain and even within the chain.
