After consulting with Saudi Arabian leaders, the Bush administration announced Friday that it was dropping a $15 billion arms sale.

When the crisis in the Persian Gulf is resolved, the administration will reassess Saudi needs and decide what weapons the country needs, State Department spokesman Richard Boucher said.

The decision will spare President Bush a potentially bruising battle with Congress, which would have had to approve the deal, at a time when he is pitted against many lawmakers over his Persian ...
