The outbreak of war in the Persian Gulf brought quick promises of support for the United States from its allies and outrage from one longtime foe. Several governments immediately convened crisis Cabinet meetings.
U.N. Secretary-General Javier Perez de Cuellar, who had engaged in an 11th-hour diplomatic effort to avert war, said he regretted the decision to attack Iraq.
But Perez de Cuellar, who had been informed by President Bush one hour before the war began, added that "the hostilities are in the framework of the resolutions of the Security Council."
