No one as yet knows why Saddam Hussein has not used his stockpile of chemical weapons. Perhaps the allied forces have wiped them out. But the Iraqis have always been slow to use their chemical weapons.
They waited until they were almost overcome by Iranian "human wave" attacks during the eight-year Iran-Iraq war before unleashing the mustard gas - banned by the Geneva Accord of 1925.
Although the West protested, neither the British nor the Americans withdrew their ambassadors over Iraq's flagrant breach of international law.
