NEW YORK--Although total dollar sales of hair care products in drug stores and supermarkets were flat during the first quarter of 1994, there continued to be a notable shift in the market as a whole.

According to Towne-Oller & Associates (a unit of Information Resources Inc.), drug stores generated $351 million in sales in the category during the first three months of the year, while food stores did $437.5 million. Those figures are virtually unchanged from the corresponding period a year ago.
