Dec. 28--During her last Allen County Commissioners meeting, Commissioner Marla Irving tied up her loose ends into a knot that 4-H'ers across the county would agree is blue-ribbon-worthy.
Along with Commissioner Linda Bloom, Irving had been working since spring to transfer ownership of the Allen County Fairgrounds from the commissioners to Allen County Fairgrounds Inc. The nonprofit group had been managing the 88-acre fairgrounds, 2726 Carroll Road, on a 99-year lease.
