Holiday home sophistry.(Low-Impact Living)

WHY ARE holiday chalets, caravans and farm-building holiday conversions allowable in locations where permanent residential chalets, caravans and similar structures are not? What is the reasoning behind the policies that (for example) allowed a High Court judge to reject an appeal for 12 residential shacks on non-designated land in South Somerset in May 1995, yet sanction 48 holiday cabins in the New Forest green belt only two months later? How could Pembrokeshire National Park, in 2004, justify its consent for 3.50 chalets at Bluestones theme park, when at the same time it was refusing permission for one-off residential caravans and shacks for local workers?
