FIVE YEARS AFTER CIVIC-minded people in Pine Bluff decided to band together to reverse the fortunes of their decaying downtown, the landscape has changed dramatically.
By the end of this year, more than $20 million will have been dropped into the downtown area in the form of new construction, renovations, additions and improvements -- more than 60 projects in all.
Sure, the Downtown Reinvestment Program -- low-interest loans given to area businesses for revitalization -- has been a factor, along with the fact that groups such as Partners in Progress have elevated private fund raising to an ar form.
