One of every four calls handled by U.S. phone lines today carries afacsimile, or "fax," transmission rather than a voice. Since you probably would not want the expense of a separate phone line for a fax machine, those intended for home use typically have circuitry that monitors incoming calls, routing voices to the phone and fax tones to the machine.
