Following pleas from Nelson Mandela, the pension fund representing state and local government workers is now poised to invest some of its massive $56 billion portfolio in South Africa.
But H. Carl McCall, the state comptroller who is the sole overseer of the pension system, says that despite his years of support for Mandela's cause, caution is still required.
"The pension fund is not jumping in," said McCall, who met with Mandela at a conference in Washington 10 days ago at which the African National Congress president called on financiers to look to South Africa as an investment market.
