The Equal Employment Opportunity Commission declared Tuesday that employers may not refuse to hire people with disabilities because of concern about their effect on health insurance costs, and that disabled workers must generally be given "equal access" to any health insurance provided to other employees.

At a meeting Tuesday afternoon, the federal agency adopted a broad policy statement explaining how it intended to enforce a 1990 law, the Americans with Disabilities Act, to curb discrimination by employers and insurers providing health benefits.
