The Boston travel company accused of bilking high school students out of millions of dollars, including $28,000 from a Schoharie County school, had a long history of financial problems and was known to travel agents as a troubled operation.

The latest owner, believed to have fled to England, bought American Leadership Study Groups Inc. through a federal Bankruptcy Court trustee in Massachusetts two years ago, according to a spokesman for Empire Blue Cross and Blue Shield, which had trouble with earlier owners. American Leadership also operated as Milestone Educational Institute, which folded last week.
