As President Clinton tries to figure out how to give the economy a shove, he must confront the political irony that a similar effort by George Bush last year could wipe out two-thirds of Clinton's program.
A year ago, Bush was confidently putting forward his own economic revival program featuring a hodgepodge of tax breaks for families, home buyers and businesses.
But the only proposal from Bush's plan that ever took effect was something he could do without permission from Congress - adjusting the withholding tables so that Americans had less tax taken out of their paychecks starting in March 1992.
