Uncontrolled corruption in Iraq is fuelling its sectarian conflict and creating a "political economy" of violence. The FT on Nov. 17 quoted Iraq's Deputy PM Barham Saleh, a Kurd close to the country's Kurdish President Jalal Talabani, as saying Baghdad intended to address the problem through commitments included in a new UN-sponsored initiative that would see Iraq's government pledge specific administrative, economic, and political reforms in exchange for international assistance.
