ALBANY There's not enough money, but plenty of tension between museums and Native Americans as they work their way through the complicated process of returning human remains and cultural artifacts from collections to the various Indian nations.
The different cultures of the museum worlds and Native American tribes are struggling to understand each other as they work their way through the federal Native American Graves Protection and Repatriation Act (NAGPRA).
