TROY After weeks of wrangling, the Rensselaer County Legislature has started the process to increase the sales tax to 8 percent and give County Executive John L. Buono the extra millions he needs to close a growing budget deficit.
County lawmakers voted Monday at a dramatic noontime meeting to seek permission from the state Legislature to raise the sales tax. Within minutes, the legislation, called a home rule message, was being rushed to the Capitol for the state Legislature's consideration before it recesses the 1994 session later this week.
