GARDEN CITY In the days since the state Health Department released a report suggesting an association between the high rate of breast cancer on Long Island and living near chemical plants, citizen groups that fight breast cancer in the Northeast have been taking another look in their own back yards and at Long Island's vocal breast cancer lobby.
