In a pep talk launching what is sure to be the biggest legislative battle of the year, President Clinton on Monday convened a Cabinet working group to devise strategy for passing a health care plan that will end "decades and decades of false starts and lame excuses."
But the warm feeling in the Roosevelt Room chilled when a reporter asked Clinton to respond to Republican calls for an independent counsel to investigate his ties to a failed Arkansas savings and loan. "I have nothing to say about that," he snapped.
