WASHINGTON As President Clinton launched a campaign Wednesday to win support from Congress and the public to send 20,000 U.S. soldiers to enforce the peace agreement in Bosnia, the Army's top general said U.S. casualties are inevitable.

The risk is ``well worth taking'' to achieve peace, White House press secretary Mike McCurry said.

Gen. Dennis Reimer, chief of staff of the Army, which would do most of the work within the NATO force in Bosnia, said U.S. troops are well-trained but still vulnerable.
