WASHINGTON Even before French physicist and artist Louis-Jacques-Mande Deguerre announced his newly developed photographic technique, known as the "daguerrotype," in Paris on Aug. 19, 1839, intuitive word of mouth had brought reports of his innovation to the American press and a curious public.
