Byline: DAVID BAUDER Associated Press ALBANY As a freshman state senatorin 1980, Long Island's James Lack was invited to speak to the National Conference of State Legislatures in Atlanta about his report on states' roles in reviewing local solid waste plans.
A little full of himself, Lack asked an NCSL staff member why they had turned to such a young legislator to deliver such an important speech.
The staff member leaned over and whispered in Lack's ear: ``Because you're the only fool we could find in the country who thinks that states should be involved in municipal garbage.''
