As school districts cope with ornery taxpayers and tight budgets by curbing spending, there is one sector that has so far escaped the knife: special education.
In the school year that begins this fall, for example, the Albany school district plans to borrow $3.5 million for its $12.7 million special education program. The district will hire nine teachers and convert more classrooms for special education classes.
In Saratoga Springs, voters approved a $63.3 million budget for 1995-96 that includes six new jobs in special education.
