ALBANY A long time ago, in his political infancy, Andrew Cuomo learned at the knee of his father not to get too detailed too earlyespecially with nosy reporters about the future.

``No plans to make plans,'' was the phrase repeated so often over the years by his father, Mario, about his presidential prospects that it eventually became an Albany joke.
