WASHINGTON The mindset of FBI snipers and their understanding of their instructions on a dark, rainy afternoon in 1992 when one of them fired a shot that killed the wife of Randall Weaver were dissected at a congressional hearing Thursday.

The snipers described how, from various vantage points surrounding the cabin on Ruby Ridge, Idaho, they heard two shots, and after the second one, ``a female's voice screaming hysterically'' for several seconds before an eerie silence descended.
