ALBANY Gov. George Pataki and legislative leaders have agreed to athree-year plan to cut income taxes that would give two-thirds of New York's taxpayers a 25 percent reduction in rates by 1997, state officials disclosed Saturday.
The agreement represents a compromise between the governor, a Republican, and Assembly Speaker Sheldon Silver, a Manhattan Democrat. Pataki wanted a four-year plan that would have cut rates for everyone by 25 percent.
Silver wanted a less expensive two-year plan that would have given a larger share of the savings to low-income and middle-income New Yorkers.
