CALI, Colombia An intelligence officer paused from directing his troops during a raid in one of this city's most luxurious neighborhoods, where suspected cocaine traffickers live, and pointed to clusters of high-rent apartment complexes that dot the hillsides.
``That building belongs to the drug traffickers, and that one and that one,'' he said, picking out just about every block. ``Most of the apartments are empty, waiting to be used once or twice when the bosses are on the run. Finding one of them is like finding a needle in a haystack.''
