In a stunning rebuke to the Justice Department, a federal judge Tuesday rejected its proposed settlement of an antitrust case against Microsoft Corp., saying the deal failed to clamp down on ``anticompetitive practices'' by the world's dominant software company.
Microsoft and its founder, William Gates III, have inspired fear among rivals for their influence over the computer industry, and the Justice Department had drawn criticism from Microsoft rivals for agreeing to settle a four-year antitrust investigation without tougher limits on the company.
