BELFAST, Northern Ireland The British and Irish governments sought to sweep aside centuries of hatred Wednesday by proposing a political reformation for Northern Ireland giving northern Catholics a greater voice in self-government and protecting loyalist Protestants while clearing the path toward an eventually unified Ireland.
