NEW YORK Investors in stocks, mutual funds, real estate and other assets are starting 1995 with an extra sense of anticipation, thanks to widespread talk of a cut in capital gains taxes.

A capital-gains tax reduction was a prominent part of the ``Contract with America'' that Republican members of the House of Representatives spelled out before their party's rise to majority control of Congress in the November election.

Measures to deliver on that promise have already been written as the new Congress prepares to go to work this week.
