Kurt Waldheim is a strange and disconcerting figure. He has held the highest national and international offices - president of Austria and secretary-general of the United Nations. Yet as an officer in the Wehrmacht he was accused of participating in atrocities in wartime Yugoslavia. Those accusations threatened his career in 1986 when he was a conservative candidate for the Austrian presidency. The World Jewish Congress alleged that he had lied about his wartime activities and that he had been implicated in the final solution."
