According to State Comptroller H. Carl McCall, New York's voters have to take some of the blame for the dysfunctional New York state budget process.

He points out that voters do not hold their representatives accountable on Election Day for their inaction. One reason for this may be the voters' impression that local legislators have very little influence over the budget process.
