ALBANY -- The size of the state work force has dipped to a 12-year low, according to a study released Monday by a conservative watchdog group.

The group, Change-NY, studied work force reports from the state comptroller's office, which track employment in the executive branch agencies, the Judiciary and the Legislature. According to those reports, Gov. George Pataki reduced the number of ``full-time equivalent'' state positions by 14,720 between April 1, 1995 and March 31, 1996 -- to a level of 228,905.
