ALBANY -- David Sand has not been holding his breath to see if the law he prompted by being refused a rental car because of his age is upheld.
Good thing, too. The law was created by the state Legislature in 1977, and it has taken 20 years of haggling with car rental companies and litigation to reach the state's highest court, the Court of Appeals.
The state contends that although the law prohibits discrimination against qualified renters age 18 and older, most companies have routinely refused to rent vehicles to drivers under age 21. Most companies, in fact, won't rent to anyone under 25.
