In a welcome, if somewhat pre-emptory step, state Senate Majority Leader Joseph Bruno, R-Brunswick, has outlined an ambitious four-year plan to reduce taxes in New York state by $2.1 billion. Normally, it falls to the governor to propose such initiatives, and to the legislative leaders, Senator Bruno included, to approve, amend or reject them.
No matter what the protocol, however, Senator Bruno deserves credit for setting a bold theme for 1997. Even if all of his proposals fail to win support among fellow lawmakers or Governor Pataki, there's no arguing with the senator's priorities.
