QUEBEC HAS SUDDENLY RE-EMERGED AS A MAJOR ISSUE IN Canadian politics. Our Conservative prime minister has startled us all by proclaiming the province a "nation," something neither he nor any of his prime ministerial predecessors was ever before prepared to do. Seemingly overnight, the "Quebec question" had arisen and threatened to shatter the unity of the Liberal party, and we were all amazed to see the Conservative and Liberal leaders shaking hands in the Commons, because they had reached common accord on "Quebec."

The unspoken factor explaining all this unaccustomed unanimity, however, was never mentioned, and it's this: there is ...
