South Africa is enjoying a form of political stability that still eludes its neighbours in Angola and Mozambique. Can it help bring them peace too? Our correspondents in Johannesburg and Maputo report PLEADING a prior engagement, President Nelson Mandela last month declined an invitation to Britain for a ceremony marking South Africa's return to the Commonwealth. Instead, he chose to go to Mozambique for his first overseas visit to a head of state. Earlier, he had been host at a Pretoria summit for the belligerents of Angola's civil war. Could South Africa, so long a troublemaker in southern Africa, be taking on a new job as regional peacebroker?
