A family of four earning a gross income of up to $59,220 would be eligible to buy subsidized health insurance for their children under a bill the Assembly passed Monday. If the same family earned $39,480 or less, that health insurance would be free.
``Health care insurance is not a luxury. It should not be reserved for the very rich or the children of the very rich,'' said Assembly Speaker Sheldon Silver, a Manhattan Democrat.
