ALBANY -- It is legal for the state to keep unsubstantiated reports of children being mistreated on file in its ``Elisa's Law'' registry of suspected abusers, a court determined Thursday.

Since the unverified abuse allegations are not available to potential employers checking the database, people cannot show that their constitutional interests are infringed simply by the retention of unproven charges in their files, the Appellate Division of state Supreme Court ruled unanimously.
