With the average family health plan costing as much as a year's salary at minimum wage - both about $11,000 - employers, labor unions and insurers are casting about for new ideas to give hourly workers some access to insurance.
The issue arose again last week, in contract negotiations between Twin Cities janitors and the cleaning companies they work for. The Service Employees International Union (SEIU) Local 26 called for a strike vote Saturday, after both sides said they were deadlocked on health coverage.
