WASHINGTON -- The way Democrats see the U.S. Senate after the November election, the vice president might be one of the busiest people in town next year.

With Republicans now holding a 53-47 majority in the Senate, Sen. Bob Kerrey of Nebraska, chairman of the Democratic Senatorial Campaign Committee, is predicting that his party will gain at least three seats, giving the Senate a 50-50 breakdown.

Under that scenario, the vice president would be called on more frequently to exercise his role under the Constitution to cast tie-breaking votes as president of the Senate.
