ROCHESTER The first storm of 1996, dumping up to a foot of snow across upstate New York and as much as 21 inches along Lake Ontario, also spread misery.
It stalled commuters along snow-packed roads, caused havoc with city bus schedules, canceled Northeast-bound flights and closed libraries, museums, social centers and schools by the hundreds.
High winds made it feel sub-zero chilly.
Hardest hit were hilly regions in the Southern Tier and lakeside cities like Rochester, where 21 inches fell, pushing the snowfall total from 43 inches to 64 inches, 13 more inches than all of last season. Meteorologists predicted ...
