Jan. 10--A Delaware County judge has appointed Gov. Rendell's chief of staff to the board of the troubled Chester Upland School District, giving the governor a voice there for the first time. And with the resignation Monday of Adriene Irving, a second member of the three-person control board, there is a chance that Rendell and Education Secretary Gerald Zahorchak could soon hold a majority. The new board member, appointed by Delaware County Court President Judge Kenneth Clouse on Jan. 3, is John Estey, 44, a Haverford resident and Rendell's chief of staff.
