While it is welcome news thatGovernor Pataki has ordered New York's dirty coal-fired plants to reduce smokestack emissions below targeted federal levels, there is also a downside to the new initiative. One negative is that New York's electricity rates, already among the highest in the nation, are likely to climb at a time when they should be declining in order to attract new business to the state. Another is the likelihood that the state's tough stance on reducing smokestack emissions, which contribute to acid rain, will make taxpayers vulnerable to lawsuits from neighboring states that seek compensation for pollution drifting downwind from New York.
