ALBANY -- New York state's prison population is growing at a much slower pace than the federal and state prison system nationwide.
There were 938 more inmates in state prisons in 1998 than the previous year, an increase of 1.3 percent. That compared with the 4.8 percent increase recorded in federal and state prisons as a whole last year.
