WASHINGTON -- Vermont Sens. Patrick Leahy and Jim Jeffords are itching to begin the battle to renew the Northeast Dairy Compact over the fierce opposition of Midwest lawmakers.
The senators plan to offer an amendment to an agricultural spending bill later this month in an effort to renew the compact through 2002 and expand its range beyond New England into Delaware, New Jersey, New York, Pennsylvania, Maryland and Ohio.
For Vermont, the stakes are high: the compact has brought $20 million in new revenue to Vermont's 1,800 dairy farms since Leahy slipped it into a huge farm bill in 1996.
