Florida has just announced the largest decline in teenage smoking seen in the United States since 1980. Even more remarkable, this decline occurred in the teeth of a rapid nationwide increase in teen tobacco use that has been going on for the past several years.

What is Florida's secret? Simple: It spends money to attack the problem. In 1998, the state spent $70 million from its settlement with the tobacco industry to conduct a comprehensive campaign against teen smoking.
