BATHED in the blue pre-dawn light, thousands of Hutu workers swarm into Burundi's lakeside capital, Bujumbura, from the hills where they sleep rough. Driven from their homes by fear of Burundi's Tutsi-dominated army, they make this journey each day. Some mornings, to get to work in the city, they have to pass jeering Tutsi youths who have set up makeshift flaming barricades. Sometimes the army clears the roads of these Tutsi thugs; sometimes it simply joins them.
