WASHINGTON _ President Clinton and Democratic congressional leaders said Friday that their come-from-behind victory on crime and new bargaining with Senate moderates have improved chances for significant health care overhaul this year, but they conceded they might settle for more modest changes.
White House aides signaled that Clinton might give up on his threat to veto anything but comprehensive health care legislation and sign a narrow bill that provides insurance market changes and assistance for the elderly and small children, as long as the measure isn't portrayed as what the president originally sought.
