The proposal for a convention center in Albany would be a good one if the economy was growing, as it did in the 1990s; if 9/11 had not happened and war had not been commenced in Iraq; if our city was gaining population and expanding its tax base, not losing it; and if the investment in a convention center would help address the problems of crime, streets and sidewalks in need of repair and the physical decline of whole neighborhoods.

However, the realities of 2004 -- war, terrorism and a city facing many financial and infrastructure problems -- do not lend themselves to investing $225 million in a single convention center. The ...
