ALBANY - Incumbent Michael Brown won the disputed Democratic Common Council primary in Third Ward on Friday when a count of paper ballots gave him a 17-vote margin of victory over Corey Ellis.
On Friday, at the Albany County Courthouse where the Board of Elections counted absentee and affidavit ballots, the final vote was 367-350. When the polls closed Sept. 13, the unofficial tally on voting machines was 342-337 in Brown's favor.
